The Local Government etc (Scotland) Act 1994 created 32 single-tier local government areas.
Prior to 1995 there was a different structure of local government – Regions, Island Areas and Districts.
The Directions by the Secretary of State for Scotland, listed below, defined the 1,245 electoral wards used between 1995 and 1999. The Directions refer to our Second Statutory Reviews of Electoral Arrangements Reports which were completed shortly before the restructuring.
For the 3 unitary councils covering the island areas of Orkney, Shetland and Na h-Eileanan an Iar (the Western Isles), the Second Statutory Reviews of Electoral Arrangements had been completed and implemented, and the councils used the wards defined in those reports on their formation.
