Second Review of Scottish Parliament Boundaries

The Scottish Parliament (Constituencies and Regions) Order 2025 (Scottish Statutory Instrument 2025/285) giving effect to the final recommendations made in our Report on the Second Review of Scottish Parliament boundaries was approved on 15 October 2025. The new constituency and regions boundaries will be effective at the next Scottish Parliament election scheduled for 7 May 2026. National Records of Scotland have published a postcode lookup for the new boundaries – see their pre-operative Scottish Parliament lookup.

The review was required under the terms of the Scotland Act 1998.  We have recommended 70 constituencies of similar electorate size while also taking account of local authority areas, special geographical considerations, local ties and any inconveniences caused by the alteration of the existing boundaries.  We have also recommended 8 regions including the Highlands and Islands region where we applied special geographical considerations.

The Second Review commenced on 1 September 2022. Since then we have consulted on:

  • Provisional Proposals for constituencies from 17 May to 17 June 2023 and held six local inquiries on the Provisional Proposals.
  • Revised Proposals for constituencies from 16 April to 15 May 2024 and held a local inquiry in Falkirk. 
  • Further Proposals for 27 constituencies and Provisional Proposals for regions from 26 September to 26 October 2024. We held two local inquiries in Paisley and Whitburn. 
  • Additional Proposals for seven constituencies and Revised Proposals for five regions from 24 January to 24 February 2025. 
  • Supplementary Proposals for the constituencies of Almond Valley and Bathgate and Further Proposals for a Glasgow region from 14 March to 14 April 2025.
